One of the goals of SHIELD4CROWD is setting a baseline for a pre-commercial procurement (PCP) to increase crowd management security in EU public spaces. In preparation for this action, the project team was trained on detailed aspects of shared innovation procurement.

The series of training seminars and workshops were conducted by CORVERS, a member of the SHILED4CROWD consortium. In total, 4 courses on different topics were held from September to October. Below, we present specific subjects and benefits for participants.

Workshop 1 (September 25 and 27, 2023 – online)

DAY 1 – September 25
Topic: Introduction to a Pre-Commercial Procurement (Theoretical module)

The main purpose of the Theoretical module – Introduction to the PCP was to provide the basic concepts and rationale of innovation procurement and PCP based on the EAFIP step-by-step methodology (European Assistance for Innovation Procurement initiative, http://www.eafip.eu).

DAY 2 – September 27
Topic: Preparatory steps to conduct the PCP (Operational module)

The main purpose of this module was to provide the basic tools and insights to prepare an innovation procurement project based on the EAFIP step-by-step methodology.

Workshop 2 (October 11, 2023 – hybrid – Slovakia)

Topic: Conducting the PCP – hands-on to tailor the procurement

This workshop took place on-site in Slovakia, providing for the opportunity to work in groups and have a hands-on approach to tailor a real PCP procurement based on the SHIELD4CROWD scope, including the identification of genuine needs, examples and relevant use cases. The key objective of this workshop was an in-depth hands-on learning on how to implement the PCP.

Training Seminar 1 (October 17, 2023 – online)

Topic: Preparatory steps related to SHIELD4CROWD

The objective of this training was to set the grounds to prepare a future SHIELD4CROWD PCP.

Training Seminar 2 (October 24, 2023 – online)

Topic: The PCP process: In-depth presentations

The objective of this training was to tackle specific aspects that are inherent to the PCP and may be relevant for a future procurement action.

The methodology of the workshops and training seminars was based on presentations, interactive discussions, cases, quizzes and an evaluation of the quality of the contents and the methodology used. A series of courses provided the opportunity to learn how to conduct a successful innovation procurement.
